Chicago’s Emanuel audits Morgan Stanley parking deal

A full audit of Chicago Parking Meters, the Morgan Stanley-led consortium awarded a controversial parking lease in Chicago, has begun. The Windy City undertook the audit after refusing to fork over $50m owed.
